If you are able to download the files from Steam I'm not sure why they couldn't be used with the GOG version of the game as long as you install them to the right folder.

That being said The Witcher 3 is a DRM free game. "Your transaction failed because you are trying to buy 'Witcher 3: Wild Hunt - Expansion Pass' which requires ownership of 'The Witcher® 3: Wild Hunt'. So I'm thinking about buying the steam version. When I got to the last part before confirming my payment method I got this message. I have The Witcher 3 on gog but the Game of the Year edition cost around the same on steam that the expansion pass cost on gog. Still, looks like you can reclaim the games that are there, if you own them from the proper source. Install the game with Steam, and check if you have the following folder : C:\Users\YOURNAME\Documents\The Witcher 3\gamesaves Paste your GOG save file in there.

Theres also GOGs Reclaim Your Game, which hasnt been updated in teh few years Ive been following it, so I assume its a deprecated service. EDIT: As /u/LolCate said, since they use the same location, just install the Steam version and the game will find your GOG saves automatically. You need to add it to your Steam library as a Non-Steam Game. And I can't use steam link or controller. Just out of curiosity I added it to my cart and tried to check out. Not sure about a tool to cover your whole library, but there is GOG Connect, which will hopefully get you some of your games on GOG for free, over time. Nope, there is no way to play it without gog. I just checked the Steam Store page and they have the words "This content requires the base game Witcher 3 on Steam in order to play" highlighted in purple.
